USAID has selected the Cloudburst Group as the small business holder of the Learning, Evaluation, and Research III (LER III) Task Order, building from our success under its predecessor, LER II. Through this activity, Cloudburst will support USAID’s Democracy, Human Rights, and Governance (DRG) Bureau, informing decision-making about DRG foreign assistance, building a timely, reliable technical evidence base around what works and does not work in DRG programming, and disseminating these findings to ensure their use moving forward.
LER III Chief of Party Aleta Starosta noted, “We look forward to working with the DRG Bureau to strengthen its ability to advance freedom and democracy around the world through rigorous research and evaluation. We’re honored to continue this important work we began five years ago under LER II.”
Over the next five years, Cloudburst and our partners, Adapt LLC, Davis Management Group, DevLab@Penn, Ecodit, Evaluasi, and Metropolitan Group, will deliver high quality, innovative, and impact-focused research, evaluation, assessments, and special studies to improve DRG programming across the globe. The team combines expertise in research and evaluation methodologies with deep sectoral knowledge and innovative approaches to learning including thinking and working politically, social behavior change, and strategic communications.
LER III is a global buy-in mechanism through the Evidence and Learning Office of the DRG Bureau, through which USAID Missions, Bureaus, and Independent Offices (M/B/IOs) can access research and evaluation services related to their DRG portfolios.
