Subject Matter Expert
Dr. Steven Sullivan oversees all research efforts for The Cloudburst Group’s clients. This includes conducting both quantitative and qualitative social science research to help shape strategies for reaching and serving their key audiences, as well as performing program evaluations and impact assessments. He is responsible for the technical direction of Cloudburst’s service offerings to our clients; his specific areas of expertise are in econometrics and data analysis, survey design, and the design of performance measurement systems.
Dr. Sullivan is an experienced manager of federal research contracts with nearly 25 years of experience supporting federal agencies with data-driven performance improvement efforts including evaluations, data cleanups, and data-oriented technical assistance. He has served the U.S. Treasury, the Department of Housing and Urban Development, the Centers for Disease Control and Prevention, the Substance Abuse and Mental Health Services Administration, the Department of Labor, the US Agency for International Development, and the Corporation for National and Community Service.
He is a summa cum laude graduate of Rhodes College in Memphis, Tennessee and holds a Ph.D. in Economics from New York University (with a concentration in Economic Analysis of Law).
