Steve Sachs, Subject Matter Expert, has over 35 years of experience with HUD’s community development and homeless programs. As Director of Community Planning and Development for the HUD San Francisco Field Office, Mr. Sachs worked directly with over 125 state and local governments, Native American Tribes, U.S. Trust Territories, and more than 200 nonprofits in developing, managing, monitoring, and evaluating local programs. He was responsible for providing technical guidance and training on grants management, project implementation, organizational development, citizen participation, financial management, economic development, microenterprise development, underwriting, and housing development.
At Cloudburst, Mr. Sachs provides TA on all aspects of HUD’s community and economic development programs. Mr. Sachs works with communities to develop strategic plans, create public-private partnerships, and enhance government and nonprofit capacity to manage and implement programs. He is skilled at conducting economic development training and working with communities to enhance program compliance, performance, and outcomes.
Mr. Sachs serves as a lead trainer on CDBG and Economic Development courses and has trained hundreds of grantees on the implementation of the CDBG program.
