Senior Technical Assistance Provider

Salvador Muñoz is a Senior Technical Assistance Provider in the Housing and Community Development practice area. He brings a unique blend of government consulting, high-level administrative program design and implementation, and direct shelter program management. 

Prior to Cloudburst, Mr. Muñoz worked with the HMIS lead and collaborative applicant for both the Chicago and Indianapolis CoCs, where in addition to large scale processes such as the HIC, PIT, and LSA submissions, he developed and implemented data quality plans, set up data governance structures, online learning management systems, and data sharing agreements across the healthcare and homelessness response sectors. Afterwards, he worked with a multi-site emergency shelter provider with the goal of transferring client management systems and increasing their business and information sharing capacity.

He worked on the One System Initiative in Chicago which facilitated conversations with service providers to integrate the recently formed migrant shelter system with the traditional homelessness response system. During this same timeframe, he also served as a HMIS subject matter expert for Illinois Public Health Institute’s Community Information Exchange which aims to create a data sharing exchange for individuals utilizing both emergency healthcare and emergency shelter systems in Cook County Illinois.

The skillset that Mr. Muñoz has developed over the years centers on data governance and facilitating data exchange conversations between different sectors. He is bi-lingual (Spanish) and approaches his documentation and work with the intent to be inclusive of as many levels of skill capacity.
