Data & Homeless Systems Specialist
Max Burns is a Data & Homeless Systems Specialist in the Housing and Community Development practice area, focusing on homeless programs and data systems. Prior to joining Cloudburst, Mr. Burns worked with the HMIS lead and Collaborative Applicant of the Chicago CoC, All Chicago Making Homelessness History. Mr. Burns had a broad base of experiences including program design, implementation, as well as monitoring and evaluation. He was responsible for the coordination and management of large scale processes such as the HIC, PIT, data standards and data quality process as well as NOFO new and renewal application reviews.
Mr. Burns also was responsible for special initiatives like the implementation of the 2020 Census for individuals experiencing homelessness, and the design and implementation of a virtual inspection platform used during the COVID-19 pandemic that housed over 1000 households under the Expedited Housing Initiative as well as thousands of households who accessed Chicago’s Rental Assistance Program.
