Senior Technical Assistance Provider
Debbie Fox (Dfox) is a national housing and homelessness policy, training and technical assistance expert with over 30 years of experience working to strengthen and increase housing and emergency shelter options for survivors. In her role at Cloudburst, Ms. Fox provides technical assistance and training on survivor center services, housing, and homelessness to support priority initiatives within communities to address and prevent homelessness and increase housing access for vulnerable populations. In her most recent national leadership role held she leveraged her experience to secure $50 million HUD appropriation to support survivors of domestic violence and sexual assault with the “DV Bonus Funds”. Her expertise includes interpreting federal regulations, developing legislation, and leading cross-sector coalitions. She has been instrumental in shaping national policy, such as expanding the housing protections in the bi-partisan 2022 Violence Against Women Act (VAWA). Her work spans multiple geographies, including Washington, D.C., Oregon, and Texas, and she has served as a spokesperson and keynote speaker at national and international conferences. Ms. Fox holds a Master of Science in Social Work from the University of Texas and a Bachelor of Social Work from Indiana University, graduating with the highest honors.
