Whitney Finnstrom is a Housing and Community Development Analyst who works within the Housing and Community Development practice area. In his role Mr. Finnstrom provides technical assistance to communities to access and maximize federal resources for housing and community development. Whitney has over 20 years of experience in HUD program development and implementation, including the CDBG, ESG, HOPWA, and HOME programs. This includes development of Five-Year Consolidated Plans, Annual Action Plans, CAPERs, program policies and procedures, Citizen Participation Plans, and Language Access Plans.

Most recently, Mr. Finnstrom managed the City of Pittsburgh’s Community Development Administration Division of the Office of Management and Budget, including overseeing a staff of eight Coordinators on multiple subrecipient grants and HUD compliance.

Mr. Finnstrom has worked in both the public and private sectors in community development.  His first position out of graduate school was as a program office with the Pittsburgh Partnership for Neighborhood Developoment.

Mr. Finnstrom holds a B.A. in Economics from Indiana University-Bloomington and a master’s in Urban and Regional Planning from the University of Pittsburgh’s Graduate School of Public and Environmental Affairs.
