Leslie Leitch is a Senior Manager in The Cloudburst Group’s Housing and Community Development practice area. Ms. Leitch works in multiple areas of Housing and Community Development (HCD) and is directly responsible for the Neighborhood Stabilization Program (NSP). She provides direct technical assistance on the design, implementation, and compliance of this and other federal programs to state and local grantees. Ms. Leitch provides administrative and operational support to the entire HDC practice area.
Ms. Leitch has over 20 years of housing and community development experience working with federal, state, and local governments and nonprofit organizations, in the effective implementation of housing and supportive service resources. She provides training and technical assistance based in adult learning theories and technics on a variety of subject including affordable housing design and development, special needs housing for homeless, HIV+ individuals and families, and homeless youth, grants management and regulation compliance, and effective implementation structure and strategies. Her responsibilities have included the coordination of national conferences, regional problem solving clinics, and local training; development of policy and procedures manuals; coordination of software User Acceptance Tracking and the development of User Guides; and program and systems process mapping. She is an accomplished trainer in both the design and conducting of engaging and interactive outcome-based learning and expert in establishing operational protocols for grants management.
