Cloudburst is honored to have conducted the impact and performance evaluation of the Burkina Faso Rural Land Governance Project commissioned by the Millenium Challenge Corporation (MCC). This report was a great application of our highly specialized land administration and property-rights expertise and research and evaluation capacities.
Our evaluation identified positive impacts and lessons learned from the project, which contributed to the passage and implementation of the 2009 Rural Land Law and focused on improving citizens’ access to land administration services and land documentation. As part of the project, 47 land offices were established, and 2,167 of a targeted 6,000 customary land certificates were issued during the project.
Strengthening land tenure, which is the formal relationship between land and those who work the land, may be central to ending extreme poverty, reducing hunger, and promoting resilient societies by creating incentives that enhance food security, economic growth, and sustainable development. This research adds new evidence on the effectiveness of land sector reform and contributes to building the knowledge base in Africa across both rural and peri-urban/urban contexts, where there is an especially small number of empirical studies.
Cloudburst’s rigorous and flexible evaluation methodology provided MCC with important learning on project impacts on land conflict and investment, as well as key project assumptions about demand for land documentation.
