Ms. Hayes provides vision and leadership for long-term strategy development for The Cloudburst Group, a woman-owned, mission-driven small business. Driven by a passion to ensure the needs of vulnerable populations and communities are accounted for, Ms. Hayes has dedicated her career to working with communities and governments across the globe to expand the reach and impact of their programming.
For more than 25 years, Ms. Hayes has overseen work focused on improving social, economic, and environmental resilience with a wide range of clients, including the Department of Housing and Urban Development (HUD), United States Agency for International Development (USAID), Department of Health and Human Services (HHS), Millennium Challenge Corporation (MCC), General Services Administration (GSA) and a growing portfolio of state, local, and private-sector clients.
Ms. Hayes is trained as an applied researcher with expertise in generating and translating evidence for policy, planning, research, and evaluation. She is an experienced strategic planner, technical assistance provider, trainer, and writer. She is a skilled facilitator who can work at high levels of government with senior leadership, political appointees, elected officials, and with the private and non-profit sectors.

Ms. Hayes has an M.A. in Applied Sociology from the University of Massachusetts and is a Certified Project Management Professional (PMP).
