IT Specialist

Thomas Mon is a user interface design and development specialist with more than 20 years’ experience in the IT field. He serves as project manager for multiple web application projects and provides functional design and usability expertise. Mr. Mon designed and developed the environmental compliance database system for the U.S. Agency for International Development (USAID) Economic Growth, Education, and Environment (E3) Bureau (https://ecd.usaid.gov/egat/envcomp/). He also designed and developed the basis of interactive Land Governance Program Map for the USAID Land Tenure and Property Rights (LTPR) Division (https://land-links.org/) and provided usability testing and user interface design on the cross-platform mobile Point-in-Time count mobile app for HUD. He guided the design elements throughout the iterative design process of producing infographics and interactive data dashboards for both Army OneSource, SAMHSA and USAID projects.

Mr. Mon is currently engaged with the USAID providing development oversight of functional specification, user interface and design review for an agency-wide IT initiative. He is proficient in PHP, Apache, Objective-C (for iOS), SQL, and Perl.
