Ms. Barker has over fifteen years of experience within the housing and homeless system of care focusing on program development and Continuum of Care leadership and governance. She has provided technical assistance and training nationally for recipients of multiple federal and state-funded homeless assistance programs on the topics of homeless data system management and analysis, best practice housing and service model implementation and rural homelessness issues. Ms. Barker directly administered or oversaw several programs for two state governments (Indiana and Colorado) including Homeless Prevention and Rapid Re-housing Program, Emergency Solutions Grant, Homeless Management Information System, Point-in-Time Homeless Count and a state-funded recovery housing program.
Ms. Barker has a BA in Journalism from Indiana University Bloomington and a Master in Social Work from The University of North Carolina at Chapel Hill.
