Grantee Data Technical Assistance for the Substance Abuse Mental Health Administration

The Cloudburst Group, as a subcontractor to C4SI, is providing technical assistance, materials development and TA-evaluation support to the several thousand program-level grantees and Government Project Officers of SAMHSA’s 98 discretionary grant programs under the Grantee Data Technical Assistance contract. The Substance Abuse and Mental Health Services Administration (SAMHSA) focuses attention, programs, and funding on reducing the impact of substance abuse and mental illness on America‚Äôs communities. The agency carries out its mission partially through the management of grants, interagency agreements, and contracts provided through the Center for Mental Health Services, Center for Substance Abuse Prevention, and the Center for Substance Abuse Treatment. Each SAMHSA program collects at a minimum data related to performance, and this project supports the collection, management and utilization of data to improve program performance and outcomes and boosts efforts to communicate an accurate and clear data driven message.

The Cloudburst Group has been integral from the start-up of the contract, developing protocol documents and other communication materials and providing support and feedback related to the development of the new web-based technical assistance request system which will accept technical assistance from all grantees and store and provide access to pertinent information on data. Staff produce materials including newsletter articles, curriculums and manuals on data visualization and data essentials. Additional staff have created a TA Protocol and TA Evaluation and Satisfaction Survey instruments. In addition to the development of materials, Cloudburst staff completed multiple focus groups with key SAMHSA personnel and held multiple trainings with grantees about data collection instruments.

Our staff also provide direct technical assistance and training to SAMHSA grantees and staff through the web-based technical assistance request system. Training and technical assistance will focus on data collection, management, utilization (including virtual training), site visit consultation, phone consultation, and conferences.
