Cloudburst engaged in a 2-year retrospective process and quasi-experimental outcome evaluation of a program which placed legal Fellows in public-interest law firms to provide legal services to justice-involved persons to remove barriers to employment. Cloudburst designed the evaluation, including data collection instruments for key informant interviews; reviewed program materials; assessed the suitability of various large nationally representative data sets and performed a literature review to bound anticipated effect sizes; collected data from interviewees and administrative reports and outcomes for treatment sites; and analyzed panel data for control group outcomes. The project included a midpoint review, a presentation of findings, and a final report of findings and recommendations.
