In July 2005, The Cloudburst Group was co-founded by Al Alvarez and Patrick Moynahan with humble beginnings as a small business start-up with big aspirations. With Al’s background in International Development and Finance and Patrick’s background in Architecture, Community Planning, and Business Development, with this mix of skills and resources, they chose to give it a go after having worked in leadership roles with other large and small government contracting firms. Together, they shared an interest in starting their own mission-driven company aimed at “giving back” to underserved communities.
Founded as an 8(a) small disadvantaged business, Cloudburst began its growth trajectory with its first 8(a) set-aside contract with the U.S. Department of Housing and Urban Development in 2006 and has maintained a consistent working relationship with the agency since then. Cloudburst also began to work with other federal agencies such as US Agency for International Development, Centers for Disease Control and Prevention, as well as the Substance Abuse and Mental Health Services Administration, all while staying true to its mission of improving programs that benefit socially and economically disadvantaged persons in the U.S. and abroad.
In 2010, Al Alvarez tragically and unexpectedly passed away. Patrick Moynahan led Cloudburst through this difficult time and through many more years of sustained growth before announcing his retirement in late 2016.
Through its first decade, Cloudburst has realized a reputation as a trusted small business partner known for its ability to stay mission driven while continuing to grow and adapt to shifting policy priorities and stay committed to making an impact on issues of Heath, Housing, and Land.
