The Cloudburst Group is seeking a Program Analyst who is passionate about supporting communities to maximize the impact of community development programs and interested in leveraging data to improve Federal and local program decision making to work in our Metro DC office. Here is an opportunity to work on a variety of projects with unique challenges and requirements.

The Program Analyst will join Cloudburst’s growing housing and community development team and will collaborate with on-sites and virtual teams to support federal, state and local public-sector agencies to design, implement and manage housing, community and economic development and disaster resiliency and recovery programs. The analyst will work closely with clients to ensure program and system compliance within these respective programs.

The ideal applicant will be able to:

  • Work independently and on teams
  • Develop application skills within a range of HUD grants management and program design tools in order to assist state and local governments across the country to effectively use these systems

RESPONSIBILITIES

  • Work with the Cloudburst team to provide client support through direct assistance, resource development and remote support in the areas of community planning, disaster resiliency/recovery, environmental compliance, and economic development
  • Conduct research, data analyses, management studies, cost-benefit analysis, and similar activities
  • Other duties as assigned, dependent on organizational needs and employee skills including limited travel

QUALIFICATIONS

Required

  • Minimum bachelor’s degree in related field, advanced training, or equivalent experience
  • Three to five years’ experience in community development, economic development, disaster resiliency, affordable housing or homeless assistance programs
  • Familiarity with Department of Housing and Urban Development funded programs and requirements
  • Excellent oral and written communication skills
  • Ability to work on remote and in-person teams
  • Ability to prioritize and multi-task, while working under strict deadlines in a fast-paced environment
  • Advanced skills in Microsoft Office
  • Interpersonal skills are essential

Desired

  • Experience in completing Environmental Reviews or managing HUD programs through IDIS, DRGR, or eCon Planning Suite
  • Experience in environmental planning and programs
  • Professional proficiency in Spanish

  • Leverage familiarity with Department of Housing and Urban Development funded programs and requirements to propose viable solutions to our clients

RESPONSIBILITIES

  • Work directly with project teams to define the scope, schedule, and budget of technical assistance engagements that work to support communities to design and implement housing, homeless and community development programs
  • Manage projects to ensure budgets and timelines are met and work streams are executed effectively
  • Ensure effective communication among the team and with the client, and quickly implement change management procedures to issues that arise.
  • Other duties as assigned, dependent on organizational needs and employee skills, including limited travel

QUALIFICATIONS

Required

  • Minimum Bachelor’s degree in related field, advanced training, or equivalent experience and at least 4 to 6 years of experience or Master’s degree with 3-5 years of experience
  • Theoretical and practical project management knowledge
  • Experience in strategic planning, risk management or change management
  • Demonstrate an interest in social impact and community development
  • Ability to prioritize and multi-task, while working under strict deadlines in a fast-paced environment
  • Ability to work on remote and in-person teams
  • Willingness to learn new skills and programs
  • Excellent oral and written communication
  • Exemplary Interpersonal skills
  • Advanced skills in Microsoft Office and with project management tools

The Cloudburst Group is seeking qualified consultants and subcontractors to join our growing team in our Housing and Community Development (HCD) practice area.

To respond to this Request for Qualifications (RFQ), please:

  1. Complete and return the Cloudburst HCD Matrix; and,
  2. Using the examples in the Cloudburst HCD RFQ, submit a brief biography. The biography should include fully loaded hourly rates for 2017, 2018, and 2019.
