The Cloudburst Group is seeking a Research and Evaluation Practice Area leader to provide technical direction, quality assurance oversight, and management of a portfolio of Impact, Performance, and Process evaluation projects. Cloudburst has a growing line of Research and Evaluation programs internationally with MCC and USAID and domestically with HUD and HHS. This position will provide technical expertise and oversight designing and managing large-scale, highly complex and rigorous evaluations and conducting innovative socioeconomic research and evaluation studies across multiple development fields, such as land tenure; democracy, human rights, and governance; environment and natural resources; global health; labor; water; and cross-cutting issues such as gender, youth, and urban development. Proficiency in a range of evaluation design and data collection methodologies, including experimental (Randomized Control Trial) and quasi-experimental (Difference in Difference, Regression Discontinuity, Instrumental Variables) methods and non-experimental methods is required. Preference would also be to have experience conducting rigorous final evaluations in the context of missing or flawed baselines, ex-post or retrospective evaluations, and meta-evaluations. International travel (short-term assignments) is required to conduct pilot and scoping studies, impact and performance evaluations, needs assessments, and environmental scans.

RESPONSIBILITIES

  • Leads Cloudburst’s evaluation team, providing technical oversight, direction, and quality assurance on multiple complex simultaneous projects.
  • Oversees the technical design and implementation of evaluations, including evaluation designs, scoping trips, sampling strategies, developing instruments, overseeing data collection, designing and carrying out mixed methods analysis (econometrics, qualitative, etc.), and disseminating results through written reports, peer-reviewed journal article publication, and conference presentations.
  • Supports the growth and development of Cloudburst’s evaluation staff providing guidance, mentoring, direction and troubleshooting issues on projects.
  • Advanced capabilities in at least one statistical package (STATA, R) and experience using several analytical software packages, including qualitative analytical software packages such as NVIVO or Atlas.ti.
  • Ability to effectively work in teams and embrace participatory approaches.
  • Works with clients and local institutions to design and implement Monitoring, Evaluation and Learning plans, processes, and activities, including integrating M&E frameworks into Missions’ strategic plans and overall objectives.
  • Identifies and cultivates new business opportunities, establishing and maintaining key relationships with clients, partners, and industry organizations.
  • Serves as technical writer in response to Request for Proposals or other types of solicitations.
  • Supports recruitment efforts to identify technical and subject matter experts for proposal and project efforts, including identifies technical experts and team leaders to be included on proposals.
  • Recognized as a thought leader in the industry, can represent Cloudburst at industry events (conferences, forums, events) and with clients.

QUALIFICATIONS

  • Ph.D. in Economics, Political Science, Applied Statistics, or related field with 6 years’ experience strongly preferred, but may consider a Master’s with 10 years of relevant professional experience.
  • Minimum 5 years of relevant international experience with progressive responsibilities in oversight of impact evaluations funded by bilateral (USAID, MCC, DFID) or multilateral (World Bank, UN) research and evaluation projects that leverages academic training and practical experience in quantitative research/evaluation and statistical methodologies.
  • Significant experience conducting econometric analysis in the context of experimental or quasi-experimental research designs.
  • Minimum 5 years of experience managing and implementing complex projects and working collaboratively with a broad range of government officials, international donors, and private sector stakeholders.
  • Experience with impact evaluation approaches that incorporate analysis of large administrative or geospatial datasets.
  • Prior experience designing curricula and teaching or training on evaluation methodology a plus.
  • Field experience in international development research is strongly preferred.
  • Demonstrated competence in leadership, client relations, and project and contract management.
  • Ability to work and travel internationally to oversee program implementation and provide technical expertise (est. 10-20% time).

If so, we’re looking for someone just like you to join our team as a Senior Analyst.

The Cloudburst Consulting Group seeks a full-time Homeless Assistance and Housing Programs Senior Analyst to join its Housing and Community Development practice area. This position will participate in a variety of services including technical assistance, training (in-person and web-based), and product development, all towards the development of solutions to prevent and end homelessness in communities across the country. The ideal candidate will be well-versed in HUD homeless assistance programs, specifically, those that apply housing first principals, coordinated entry, data-driven decision making, and focus to make improvements in local governance, system planning and program design to more effectively help people move out of homelessness and into housing.

RESPONSIBILITIES

  • Work directly with CoC grantees and subrecipients, providing technical assistance on U.S. Department of Housing and Urban Development homeless programs, including the Emergency Solutions Grant (ESG) and Continuums of Care programs.
  • Work independently and as part of a team to provide direct technical assistance, training (remote and in-person), development of tools and products, and facilitation of onsite meetings/events with grantees.
  • Work with community leaders including funders, elected officials, government and CoC leaders to encourage broad systemic support for initiatives aimed at decreasing homelessness.
  • Interface with HUD headquarters and field office staff, other Technical Assistance providers and community members through a variety of assignments.
  • Advise communities on program design, strategic planning, program effectiveness (and improvements), compliance with HUD regulations, and program integration within a jurisdiction’s Continuum of Care.
  • Assist communities in data collection, interpretation, and application of data for decision making.
  • Produce high-quality written documents and communications in adherence with policies and protocols and in alignment with HUD policy, regulation, and guidance. Review work products for compliance with standards.
  • Stay current on HUD requirements and policy priorities; work to build skills and facility with these in preparation for increasing community capacity.  Key policy areas in 2018 include coordinated entry; housing first; innovative housing models; and applying data to make programs and local systems more effective.
  • Exercise independent initiative to learn new skills as part of a fast-paced team-centered approach.
  • Travel, domestically, is required (on average 4 to 6 nights a month).

QUALIFICATIONS

  • Minimum Bachelor’s degree and 4 years’ experience in the Homeless Services industry. Master’s degree in public policy, urban planning or related field preferred, but not required.
  • In-depth understanding of the HEARTH Act, CoC Program Interim Rule, ESG program, and HMIS.
  • Prior experience working within a CoC Collaborative Applicant structure and/or state/local/nonprofit organizations providing homeless services. Prior experience in the management and/or administration of programs, especially housing for the homeless, is preferred.
  • Candidate must be able to effectively communicate with individuals of a variety of diverse backgrounds, education, and economic levels; understand the needs of technical and non-technical personnel within client agencies.
  • Superior written communication skills.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities, while working under strict deadlines in a fast-paced environment.
  • Professional and mature demeanor and conduct, especially during interactions with client and its constituents.
  • Problem-solving, decision-making, and strong judgment skills.
  • Ability to take initiative and/or independently respond to situations.
  • Interpersonal skills and flexibility within a small office are essential.

Desired, at least two of the following:

  • Direct experience working for a CoC or ESG jurisdiction desired, preferably in the role of leadership/governance, program or grants manager at a CoC Collaborative Applicant.
  • Experience designing/implementing Coordinated Entry is preferred. Additionally, experience developing or providing CoC governance, written standards, policies and procedures, and experience with Housing First are preferred.
  • Program knowledge of HUD’s housing, community, and economic development programs.
  • Program knowledge of HUDs homeless assistance and HMIS programs.
  • Experience working with community development agencies, nonprofits, or CoC Collaborative Applicants.
