We are seeking a leader to provide technical direction, quality assurance oversight, and management of a portfolio of rigorous evaluations and assessments for our Global Development Research and Evaluation team. This position will oversee the design and management of large-scale and highly complex evaluations and conduct innovative socioeconomic research and evaluation studies across multiple development fields, such as land tenure; democracy, human rights, and governance; environment and natural resources; global health; labor; water; and cross cutting issues such as gender, youth, and urban development.

Proficiency in a range of evaluation designs and data collection methodologies, including experimental (Randomized Control Trial) and quasi-experimental (Difference in Difference, Regression Discontinuity, Instrumental Variables) methods and non-experimental methods is required. Preference would also be to have experience conducting rigorous final evaluations in the context of missing or flawed baselines, ex-post or retrospective evaluations, and meta evaluations. International travel (short term assignments) is required to conduct pilot and scoping studies, impact and performance evaluations, needs assessments and environmental scans.

RESPONSIBILITIES

  • Provides technical oversight, direction, and quality assurance on multiple complex simultaneous projects.
  • Oversees the technical design and implementation of evaluations, including evaluation designs, scoping trips, sampling strategies, developing instruments, overseeing data collection, designing and carrying out mixed methods analysis (econometrics, qualitative, etc.), and disseminating results through written reports, peer-reviewed journal article publication, and conference presentations.
  • Supports the growth and development of Cloudburst’s evaluation staff by providing guidance, mentoring, direction and troubleshooting issues on projects.
  • Has advanced capabilities in at least one statistical package (STATA, R). Experience using several analytical software packages, including qualitative analytical software packages such as NVIVO or Atlas.ti preferred.
  • Works effectively in teams and embraces participatory approaches.
  • Works with clients and local institutions to design and implement Monitoring, Evaluation and Learning plans, processes, and activities, including integrating M&E frameworks into Missions’ strategic plans and overall objectives.
  • Identifies and cultivates new business opportunities, establishing and maintaining key relationships with clients, partners, and industry organizations.
  • Serves as a technical writer in response to Request for Proposals or other types of solicitations.
  • Supports recruitment efforts to identify technical and subject matter experts for proposal and project efforts, including identifies technical experts and team leaders to be included on proposals.
  • Serves as a thought leader in the industry, and can represent Cloudburst at industry events (conferences, forums, events) and with clients.

QUALIFICATIONS

  • Ph.D. in Economics, Political Science, Applied Statistics, or a related field with 10 years’ experience strongly preferred, but may consider a Master’s degree with 10-15 years of relevant professional experience.
  • Minimum 10 years of relevant international experience with progressive responsibilities in oversight of rigorous evaluations (especially, impact evaluations, but may also include performance evaluations, assessments and other systematic reviews) funded by bilateral (USAID, MCC, DFID) or multilateral (World Bank, UN) research and evaluation projects that leverages academic training and practical experience in quantitative research/evaluation and statistical methodologies.
  • Significant experience conducting econometric analysis in the context of experimental or quasi-experimental research designs.
  • Experience managing and implementing complex projects and working collaboratively with a broad range of government officials, international donors, and private sector stakeholders.
  • Experience with impact evaluation approaches that incorporate analysis of large administrative or geospatial datasets.
  • Prior experience designing curricula and teaching or training on evaluation methodology a plus.
  • Field experience in international development research – particularly research within the sectoral areas of land tenure; democracy, human rights, and governance; environment and natural resources; global health; labor; water; and cross cutting issues such as gender, youth, and urban development – is strongly preferred.
  • Demonstrated competence in leadership, client relations, and project and contract management.
  • Ability to work and travel internationally to oversee program implementation and provide technical expertise (est. 10-20% time).
  • Strong written and oral communications skills.
  • Prefer candidate located in or around Washington, DC, but may consider alternate location as long as candidate has the ability to travel to DC, as necessary.

As a national leader in providing technical assistance, planning and evaluation of both domestic housing/community development and international development programs, Cloudburst is looking for a full-time Data Analyst to join a dynamic team to develop needs assessments, market analyses, and support analysis, as well as data cleaning and data management on rigorous research (impact evaluations and other similar studies).

The ideal candidate would have comfort in working with gathering and analyzing large data sets through ArcGIS, Excel, and one or more statistical packages, such as Stata or R. The candidate should have a strong attention to detail and ability to produce visually telling and appealing graphics and information.

RESPONSIBILITIES

  • Gather demographic, housing and socio-economic data and analyze it to produce compelling and informative housing needs and market studies
  • Produce visuals including charts, tables, infographics and maps to convey data in an approachable manner
  • Present findings to internal project teams and clients
  • Support drafting of housing and economic development strategies
  • Analyze survey data related to housing and community development and land tenure programs
  • Create, manage and clean large datasets
  • Can generate descriptive statistics and is comfortable looking at descriptive trends in the data
  • Comfortable reading regression output with support
  • Provide project management support, as required, for project team
  • Produce and/or edit quality written documents and communications in adherence with policies and protocols

QUALIFICATIONS

  • Experience in working with data sets to support market studies and/or mixed methods evaluation research
  • Willingness to collaborate and work in in-person and remote team settings
  • Excellent verbal and written communicator
  • Ability to multi-task and support multiple projects and teams at one time
  • At least 3 years of relevant data analyst experience
  • Experience in ArcGIS, Excel, and a statistical package such as Stata or R required
  • Master’s degree in City Planning, Economics, Public Policy, Applied Statistics or another relevant program preferred
