Impact Evaluation Specialist

Huntington_HDr. Heather Huntington is The Cloudburst Group’s Impact Evaluation Specialist in our Land Tenure and Natural Resource Management practice area. She serves as the evaluation specialist for six prospective impact evaluations of land tenure and natural resource governance conducted under USAID’s Evaluation, Research and Communication (ERC) Project.

Dr. Huntington has seven years of experience in the field of impact evaluations for international land tenure and natural resource development. She has led the design and implementation of eight impact evaluations across Africa and Asia, including randomized control trials, difference-in-differences and retrospective panel studies. These evaluations focus on interventions designed to improve land tenure in the context of climate smart agriculture (Zambia), artisanal diamond mining (Guinea), community land protection (Liberia), pastoral rangeland management (Ethiopia), community forestry management/REDD+ (Zambia), as well as water demand management (India, Kyrgyzstan) and local governance (Ghana).

Dr. Huntington served as a Democracy Fellow for USAID’s Center for Excellence on Democracy, Human Rights, and Governance. She completed a postdoctoral research fellowship with Dr. Arun Agrawal at the International Forestry Resources and Institutions research network. Dr. Huntington received a PhD in Political Science and Public Policy from the University of Michigan in 2011.
